HK Chief Executive Phone-in (Cultural Revolution=extreme democracy?)

The Chief Executive of Hong Kong’s Donald Tsang controversial RTHK Phone-In show (real-audio file) that compares “democracy to the extreme” is like the “Cultural Revolution” (at the 31:40 mark).

The following is an Apple Daily created transcript (sub req & article in Chinese) with my own corrections of the transcript, [emphasis mine and my corrections quoted in "[", "]“]

I was struck by one phrase at the end of the policy address, towards the end of the conclusion, you say, we promote democratic development without compromising social stability or government efficiency, that kind of implies that democratic development does compromise social stability or government efficiency?

It can, it can, if we go to the extreme, people go to the extreme, and you have a cultural revolution, for instance, in China. When people take everything into their hands, then you cannot govern the place. [And the similar thing is for instance ]

But Cultural Revolution wasn’t really an extreme example of democracy.

Donald Tsang :
What is it? People taking power into their own hands! Now, this is what it means by democracy, if you take it to the full swing. [And in] other democracies, even if you have an elected person, then you overturn the policy in California, for instance, you have initiative number, number, number what, then you overturn policy taken by the government, that is not necessarily conducive to efficient government.

    How cultural revolution equate to democracy is beyond me. Forgive me if I am wrong. Cultural reovolution is basically a crazy idea that started by a manipulative political leader who took advantage of the non-educated and the poor by having them turning against each other with an aim to solidify his position and his power in the government and the country, over turning all culture, education, konwledge and belief with a purpose of turning himself as god for everyone to embrace. How that really related to deomcracy?

    It is one of these embarrasing comments made by well known government officials that make Hong Kong increasingly becoming a joke in an international stage that really struck everyone to wonder if ‘one country, two systems” is really ever existed and worked at all, considering those government official was once the fine product of a well respected openly free education system that developed by the British now is all brainwashed by the old Chinese school, well known for its ability to oppress freedom and democracy as well as having the tendency of changing history content for the convenience of favoring the government leaders!

    Thanks for your feedback.

    It rather unfortunate that 10+ years after the handover of HK to the Chinese government, the original ideal/goal of “one country, two systems” seem to be falling apart rather quickly. It is even more sad many of these government officials used to worked rather effectively under the former British system.
